About Jill Scrivener
Jill is MD at Bourne Rural, a consultancy practice specialising in rural planning matters. She offers a broad spectrum of advice to a number of local authorities across the country and also provides advice to landowners and farmers. Particular areas of expertise include: assessment of need for rural worker’s dwellings, agricultural and equestrian development (barns, stores, stables etc), Class Q conversions and agricultural permitted development rights.
Jill specialises in both agricultural and equestrian development and has a wealth of experience in understanding the requirements related to justification of equestrian development in the Green Belt.
Recently published works include a ‘Farmer’s Guide to agricultural permitted development rights’ for the South Downs National Park Authority. Jill is also regularly called upon to be an expert witness at planning hearings and public inquiries. She is a Fellow of the British Institute of Agriculture Consultants and was Chair from 2014 to 2016.
